The Chair reminded Members of the need to declare any known interests in any matters to be considered at the meeting. 

 

Councillor Abdul Amin made a personal declaration of interest in respect of agenda items 5 and 6 as he was a Personal and Premises Licence Holder within the Borough.

Resolved – That the minutes of the meeting held on 14th January 2021, be confirmed and signed as a correct record.

Statement of Licensing Policy Review pdf icon PDF 545 KB

Minutes:

The Council’s Licensing Manager submitted a report setting out (a) a review of the Council’s Licensing Policy in accordance with Section 5(1) of the Licensing Act 2003, and (b) the results of a consultation exercise in respect of the draft Statement of Licensing Policy.

Resolved –That, subject to confirmation by Council, and subject to (i) Policy PN5 – Noise Assessments being amended to read: “The Authority will expect applicants for premises licences to provide evidence, within their Operating Schedule, of any assessments made to minimise noise disturbance, both inside and outside of the premises, and to fully implement any measures identified as being required to prevent nuisance to patrons, local residents and local businesses”, and (ii) Policy PN2 being amended to read “In residential areas where the applicant can demonstrate steps have been taken to minimise impact on residents.  This may include noise mitigation measures and/or noise limits” the Statement of Licensing Policy, as set out in the report of the Council’s Licensing Officer, be approved.

The Committee considered (a) a report of the Council’s Licensing Manager setting out the consultation results of a review of the Council’s Cumulative Impact Policy, set out within the report, and (b) information provided by

Seargent Neighbour (Wiltshire Constabulary) in respect of the operation of the current Cumulative Impact Policy.

 

Resolved – That, subject to confirmation by Council, the current Cumulative

Impact Policy, as set out in the Licensing Manager’s report, be approved for a further three years and included in the Council’s adopted Statement of Licensing Policy.
