Councillor Heenan made a personal and prejudicial interest in respect of application numbered S/10/323. He stayed and took part in the discussion of this application and left the room during the voting thereon.

 The Director of Planning and Transport submitted a report seeking approval of a Development Brief for the Vicarage site, St. Paul’s Drive Covingham Swindon.

Resolved – (1) That the Development Brief for “The Vicarage, St. Paul’s Drive, Covingham” as set out in Appendix 1 to the Directors report be approved for the purposes of Development Management as the Council’s agreed position for the proposed re-development of the site, and;

            (2) That the Director of Planning and Transport be authorised to make minor typographical and presentational changes to the content of the Brief if required.

Minutes:

The Director of Planning and Transport submitted a report concerning planning application performance statistics and progress on Development Plan preparation covering the six month period from 1st December 2009 to 31st May 2010. 

Resolved – (1) That this Committee notes:

(a) The performance statistics relating to planning applications over the 6 month period 1st December 2009 to 31st May 2010;

(b) Progress made on the production of Development Plan Documents over the same period and the next stages of production of these documents, and

(c) Performance on National Indicators, as appropriate.

            (2) That Officers contact the Planning Inspectorate to discuss the number of appeals overturned on the Inspectorate’s more lenient interpretation of the Council’s adopted design policies, and

(3) That, if possible,  future Performance reports include details of the number of retrospective applications.

            (3) That  the Director Of Planning and Transport be authorised to grant permission in respect of application numbered S/10/761 subject to (a) the conditions set out in the Committee report, the additional information sheet and the further late papers circulated before the meeting; (b) any altered / additional conditions as may be appropriate; (c) the completion of a S.106 agreement to secure a planning obligations contributions package and (d)  exploring the possibility of securing a pedestrian link  to the adjacent land in the applicants control serving the adjacent dwellings under construction.

If these matters have not be resolved or secured by 30th August 2010 then the Director of Planning and Transport may refuse the application.

 

            (4) That permission be granted in respect of application numbered S/10/542 subject to the conditions listed in the Committee report as amended below and the following additional condition:

 

Amended Conditions:

2.         The use hereby permitted shall not be commenced until parking spaces for 13 vehicles have been constructed in accordance with details, which shall have first been submitted to and approved in writing by the Local Planning Authority. Such parking spaces shall be retained only for the parking of cars in connection with the development hereby permitted on days when a funeral is taking place.

Reason: To ensure the satisfactory provision is made for vehicles to be parked off the highway at all times.

Relevant Policies: T6 Wiltshire Structure Plan 2016 (2006), DS6 Swindon Borough Local Plan 2011 (2006).
