James Jackson, Transport Planner, Swindon Borough Council and Robert Murphy, Principal Transport Planner, Wiltshire Council submitted a joint report updating the Transport Body on the development of Outline Business Cases (OBCs) for the prioritised major transport schemes and the A350 Yarnbrook and West Ashton Relief Road contingency scheme.

Table 1 as set out in the report provides the original and revised prioritised scheme costs with associated contribution levels. The revised costs have been established through the work to develop the emerging scheme OBCs.

Appendix A to the report sets out the OBC for the A350 Chippenham Bypass Improvements (Option A comprising targeted junction and short link improvements focused around the Bumpers Farm (A350/A420) and Chequers (A350/A4) junctions; & Option B an enhanced option involving the full dualling of the A350 between Badger and Chequers junctions)

Appendix B to the report sets out the Major Transport Schemes Options Assessment Report (OAR) for the A350 Chippenham Bypass Improvements

Resolved – That the Swindon & Wiltshire Local Transport Body:

            (1) Approves the Outline Business Case (including the OBC Addendum 1: Revised Option A – Bumpers Farm) for the A350 Chippenham Bypass Improvements scheme.

            (2) Approves the progression of the A350 Chippenham Bypass Improvements – Bumpers Farm scheme to Full Business Case.

            (3) Notes the progress updates on the development of Outline Business Cases for the M4 J15 Improvement and M4 J16 Improvement schemes.

            (4) Approves the proposed proportionate approach to the development of the Outline Business Case for the A350 Yarnbrook and West Ashton Relief Road scheme.
