Essential Training for Standards Committee Members

This session will include essential training for new members of the Standards Committee on dealing with Code of Conduct Complaints, and a refresher for other members of the Committee.

Minutes:

            The Committee viewed the DVD ‘Assessment Made Clear’ issued by Standards for England as a training aid on the process for dealing with the assessment and review of Code of Conduct complaints, and discussed any issues arising.  The Monitoring Officer tabled a public summary of the complaints made, and the Committee noted the number and range of complaints which had been received this year.  It was noted that the local investigations on several complaints were due to be completed shortly.  The Monitoring Officer would then call a Consideration and Hearings Sub-Committee to consider the investigator’s reports, and a Hearings Panel if required for each complaint.  The Monitoring Officer would provide any refresher training for Committee Members on hearings procedure at that stage.

            Resolved – 1) That the DVD presentation on the Code of Conduct complaint procedures be noted.

            2) That the Director of Law and Democratic Services (Monitoring Officer) call a Consideration and Hearings Sub-Committee and a Hearings Panel as necessary to consider the investigator’s reports in respect complaints which had been referred for local investigation, and provide any additional training required for Committee members involved in Hearings at that stage.
