To receive the minutes of the meeting held on 7^th January 2008.

Resolved – That the minutes of the meeting held on 7^th January 2008, be confirmed and signed as a correct record.

Members are reminded that at the start of the meeting they should declare any known interests in any matter to be considered, and also during the meeting if it becomes apparent that they have an interest in the matters being discussed.

            No public questions were received during the meeting.

“That Committees be reminded of their duty to carry out a review under Section 15 of the Local Government and Housing Act 1989 and recommended that, having carried out the review, they continue to apply the political balance provisions.”  (Recommendation to the meeting of Swindon Borough Council on 16^th May 2008.)

             Resolved – That, further to Minute 14(2) of the Council, and having carried out a review under Section 15 of the Local Government and Housing Act 1989 this Committee continue to apply political balance arrangements under the Act.

(a) Ad Hoc Licensing Sub-Committee.  (Recommended Membership - 7 Members on a basis of five Conservative Group Members and two Labour Group Members.)

(b) Private Hire/Hackney Carriage Licensing Sub-Committee. (Recommended Membership - 7 Members on a basis of five Conservative Group Members and two Labour Group Members.)

(c) Licensing Panel. (Recommended Membership - 3 Members to be drawn from the Membership of this Committee.)

            Resolved – (1) That an Ad Hoc Licensing Sub-Committee be appointed having the functions set out in the document “Swindon Council Constitution 2008/09” and comprising Councillors John Ballman, Andrew Bennett, Mick Bray, Eric Shaw, Vera Tomlinson, David Wren and Bob Wright.

(All Councillors serving on the Licensing Committee be appointed as substitutes to their respective political group.)

            (2) That a Licensing Panel be appointed having the functions set out in the document “Swindon Council Constitution 2008/09” and comprising three Councillors to be drawn from Members of this Committee.

            (3) That a Private Hire/Hackney Carriage Licensing Sub-Committee be appointed having the functions set out in the document “Swindon Council Constitution 2008/09” and comprising Councillors John Ballman, Andrew Bennett, Mick Bray, Fay Howard, Eric Shaw, Vera Tomlinson and David Wren.

(All Councillors serving on the Licensing Committee be appointed as substitutes to their respective political group.)
