            The Committee considered (a) a report of the Head of Licensing setting out proposals to change the street trading status of streets within Swindon Town Centre, (b) Additional Papers circulated with the agenda papers from (i) The New Swindon Company, (ii) The CIT group Plc, (iii) InSwindon, (iv) Modus Midland Limited, (v) Mr. Biagio Mazzotta (Street Trader), (vi) Mr. and Mrs. O’Grady (Street Traders), (vii) Circle 7 Limited, (viii) The Cornish Bakehouse, (ix) Bluestar Clothing, (x) Vodafone Ltd (Assistant Store Manger, Swindon), (xi) Mr. Brian Mansfield, (xii) HPJ Jewellers, (xiii) Mrs. Maureen Day, (xiv) Mr. Karl Saxon, (xv) Dr. N. Eve, (xvi) Woolworths (Store General Manager, Swindon), (xvii) Ararat Restaurants,  (xviii) the staff at Thorntons, (xix) Phones 4 U (Swindon), (xx) KJC Mobile Phones, (xxi) Lemon & Co Solicitors on behalf of Mr. and Mrs Carchedi (including a summary of  a customer questionnaire, (xxii) an email from Swindon Travel, (xxiii) Sewcraft (Swindon) Ltd, (xxiv) Hickmans Ltd),  (xxv) Town Centre Strategic Board,  (xxvi) Wiltshire Constabulary relating to the proposed changes to street trading designations, (c) additional correspondence tabled at the the meeting from Jackson and Canter Solicitors and Mr. B Mazzota setting out additional comments on the proposals set out in the report, (d) an oral report of the Head of Licensing setting out key issues relating to the report, (e) oral representations from (i) Mrs. Mazzotta (Street Trader), (ii) Mrs. Carchedi (Street Trader), and (iii) Mr. Graham O’Grady (Street Trader) in support of their written submissions against the proposal for a designate Prohibited Streets, and (f) questions from Members of the Committee and answers received relating to the report and submissions received.

            Resolved –That, subject to the agreement of the Council, and effective from 1^st February 2009, Wellington Street, Havelock Square and Regent Street within the Borough of Swindon and currently listed as Consent streets, (with the exception of the open area contained within a projection made from the side wall of 75 Regent Street onto the front of 18-19 Regent Street and the boundary between 19a and 19d Regent Street, projected onto 73 Regent Street, which shall remain as a Consent street) be given a new designation as Prohibited streets, that is streets where street trading is prohibited.
